cited leaves under fixed rules, and whether the sealed proof was altered. It does not
prove the underlying facts are true — for Clinical that is the medicine, for Counsel the
law; both are empirical, not theorems. Forge flags the collision; a human decides. Mint needs the issuer’s secret key (paid). Verify needs only these bytes and the
